Negotiations between competing partners, buyers, sellers etc., almost never follow a predictable timeline. One of the first rules is to not set timelines, especially deadlines, as that would, in the case of POS, weaken their negotiating position as the other parties would use these to their advantage by deliberately extending negotiations until, say POS is forced to accept the terma offered, just to meet POS published deadlines.
