"There is no accommodation village at Black Swan. It was historically operated on a residential basis with the workforce located in the nearby city of Kalgoorlie-Boulder. Although there is a strong preference to use a local workforce were possible, a proportion of the workforce will operate on a FIFO roster and the costs for commercial flights and motel accommodation in Kalgoorlie have been included in the cost estimate."
