However, for me the final straw was asking for a payrise when he was already earning $10,000 a week, and the share price had more than halved since the previous SPP. And he hadn't (nor anyone else on the board) purchased shares when the share price has been in the toilet.

He's had his chance, and blew it by being a bunch of hot air. He is either stringing it out to get a T/O offer, hoping like hell the PBT deal can come to fruition, or, (one can hope) actually get this thing up and running before the trough is empty (again).
