10 million seems too much, most likely i missread the article and 10 billion was the total cost to build the mine. The below article has 2 billion as the purchase cost of abbot point, which isnt 10 but it is still a significant anount to write off and is going to make a difficult conversation with the bank who lent them the money. Indian bank rates are high too, so the debt is pilling up. If Adani pulls out of the gailee all together then that would take a large amount of future thermal coal supply out of the market and makes bnds springsure mine more attractive to some indian company looking to take advantage of the void that adani would leave.
