    Ah, but this is Australia, the home of regulatory capture. The original rod maker will spend their early excess profits on influencing legislation to ensure there is a ridiculously high hurdle for new rod-makers to jump over before they can offer their rods. One person in 18 million fishing years "might" cut their thumb on a broken rod if it doesn't meet standards - we're doing it for your own safety.
