It was not a hope or prayer for loyalty ... it was a description of (us) shareholders.
What is hoped for is that regulators take an interest in the small end of town for once in their miserable lives .... but in that hope, you are indeed correct .... "It will get you nowhere" .... but at least a tangible enquiry is on the record with them.
