A possible explanation for the eerie silence - ET doesn't broadcast radio waves (too inefficient), they use laser beams (fibre-optic plus open links through space).
There is a lot of potential for interference from other light sources in space (stars), but I think careful selection of frequencies corresponding to the spectral absorption bands of common elements would minimize this.
