All the information from LF suggests a power struggle.

NTEC. being the semiautonomous product of the Navajo to go green. NTEC Screwed the Navajo in a deal and payback from the Navajo nation was to make NTEC pay them more money.

We now have NTEC as a 10% investor, to get us to mining stage. The Navajo may still be dirty with NTEC, but the Navajo want to go green and move away from coal.

So the Navajo want to go green and when Dwayne Clarke sends a letter to the Navajo's but gets no response, it shows the thought of going green may be symbolic for the higher ranking Indigenous group.

The Hualapai are dirty they haven't been listened to by the BLM, when they were. But probably also not being listened to by their Navajo cousins. Well I guess AZL is the meat in the sandwich where the tribes are concerned.

I suppose the courts don't have to consider the power issues in the background, but address the environmental concerns that may exist.
