The Hualapai pay BLM for the privilege to graze their cattle on the land where miners would pay no royalties on minerals that are extracted. The Hualapai pay tax on everything they buy and everything they earn, away from the reservation.

Open pits can be filled back in after a generation of digging, but it then takes a few more generations to restore the land to something like its original condition. The Hualapai care about leaving a legacy to their grandchildren. Not money, the only thing that some investors care about, but values and traditions.
