Not sure what all the fuss is about?
If AZL can tick the boxes they will get BLM, if not than zilch.
As for locals, really no one cares, doesnt matter in Europe, Asia, Australia, America or Africa unless a top politician in power like a senator or such lives in the actual town and AVL hasnt got them onside.
Locals protesting "what ever" is a side show to say locals had a say in the process TICK..... than ignore it all. As if any State/Federal government infastructure development be it a mine, office building, a cell tower, church, mosque, hospital or school gets knocked back if abides to the law.
Note: even WWF observation post in wilderness had demostrations lol... Yes the some WWF obersavation shelter had detractors
