Nice rexus, Im in a similar boat. Thought about accumulating more, however I played out the two scenarios:
1. No permit granted. Stock drops to single digits. Doesn't matter what price you bought in at, you lose it.
2. Permit granted. Stock exceeds $1. The price you bought in at just determines the multiple of your reward.
