It was different up to the early 70s , most of the indigenous were on cattle stations , they were good workers and had skills at tracking , mustering , that no white fulla could ever get , it was as the cliche states part of their DNA .
Then minimum wages were brought in , and the Stations could not afford to keep the workers , no merit was placed on the station owners roll in feeding his workers and their families , getting the flying doctor in when they were sick or giving the workers free food and educating the children

So Mum Dad and kids and Dad went to town , and ended up in a environment they could not adapt to they had to pay rent , never done that before , they had to buy off the shop shelf never done that before as previously they lived on dampa and the meat from cull cows , Victora bitter became readily available at a bottle store around the corner and from then on it was downhill for them .

IQ is based on scholastic ability which is needed for employment and social expectations in a modern society , and they fail miserable at passing IQ tests in general, just like we fail at being able to survive in the desert like they could . However the only context they will ever be able to live in is the one they are in now there is no going back their future unfortunately is doomed , and the more money that is handed out to them the less respect they and others have for them.
One can understand their misery and discontent if you look at in a historical context going from self worth on a station to being fishes out of water in the cities .
So genetically they are unfit for modern societal living even their tolerance for alcohol is low but it is not PC to state it even if that is the reality it is not a eugenics type statement quite the reverse one can just look at the results of the last half century of their urbanisation .
Chastising them for being genetically unfit is mean spirited and just as evil as patronising and giving them autonomy in their financial transactions with an assumption they can make correct analytical financial decisions when they have in general few if any skill sets in that discipline
Is there a solution for them - probably not unfortunately and I hate to say it however maybe they can be integrated into society if hard decisions are made on :
alcohol availability , yes rules that will break their civil rights, but may give hope for the child victims .
Having land claim reparations managed by qualified individuals and not based on race (as the NZ Maori do and the Maori are probably smarter than the Europeans ) where often the money is siphoned off to mates or extorted .
    Better managed health care
Mentoring as done by Andrew Forrest
Reintegreation back to the Station lifestyle with a cadet program
A refocus on schooling objectives for the indigenous , ie possibly providing them with life skills they will actually use and given them the ability to transition to work they are capable of , mining, farming, fishing , tourism, security ,
