It's not unusual. Day orders used when you watch the market during the day but don't want your order left overnight in case the situation changes, news is released, etc. when market is closed and then you miss withdrawing the order pre-open the next day.
Anyway - I don't understand how it's blocking anyone. You can just but the shares that are for sale. I suppose in a very limited sense it could stop people with very little money from buying a few shares well above market.
