Here's the tried and tested routine to be followed in strict order.
Try push starting. Doesn't work?
Remove and clean the spark plugs. Reinstall them. Doesn't work?
Take the carburetor apart. Clean, Reassemble. Doesn't work?
Check the fuel pump. No fuel to pump.
Check the fuel tank. Empty.
Top up the fuel tank.
Start the engine.
