12 months at least de-risks the possibility of having to move the LAMP elsewhere. Given the LYC/ARU delays, we can expect other rare earth companies get delays, and China to only continue to tighten exports. If we have a smaller first mover advantage, but hugely greater prices, it may not be such a bad scenario.
