So basically we'll have something like "The LAMP has pre-approval but wont have full approval until they address XYZ conditions."

If you were the government and were about to give the LAMP approval, wouldn't you want to do it in such a way to reduce Anti-Lynas protestors from going on a molotov cocktail rampage?
