Eskom basically pay in heat value terms, ie Rxx per gigajoule, therefore the low quality 20 Mj/kg coals get less than say a 24 Mj/kg coal.
Export coal are in the order of 26 to 27 mj/kg and are actually too good for eskom to burn.
Eskom also factor in the cost of transport form the mine site to the power station.
