Like others, I've re-read the shareholder letter several times. Take note of the comment after the deliverables for the various business units. The board might not support these business units if they don't hit their stated goals within the timelines outlined.
On a related issue, First Solar is building solar stuff for Rio Tinto. They use similar words to Silex, "they understand" ARENA funding will be available. The thing is, First Solar is relying on ARENA giving them new money despite the Government claiming it as a saving. First Solar is relying on ARENA's legislative function to continue to issuing grants. At least with Mildura, its funding is within the bucket of committed monies the federal government has said it will not touch.
Its a pity the company hasn't given us a timeline for Mildura Stage 2.
