When the dual listed entity was formed, the shares were both worth the same. However the Australian entity has had share buybacks, effectively increasing the value of the Aussie listing vs the UK listing. For a direct comparison, look at the US ADR's, BHP for BHP Billiton Ltd, and BBL for BHP Billiton Plc
