The optimistic take on this is that PIO management are confident of the quantity and are concentrating on the metallurgy while they prove up the quantity for the DFS at a more leisurely pace, confident it will prove up OK.
I suspect that the metallurgy will not be problem, but it will probably take longer than a few holes to prove up at least one pit.
