Good information from another post that is relevant to this discussion:

In Aus, both naked short selling and covered short selling are legal. Naked short selling is the 'official' method, which is regulated by the ASX & corps act. This is the short selling for the positions you see in the ASX short sale list. Covered short selling is the 'unofficial' type for which there is less regulation and minimal disclosure. Not surprisingly, covered short selling is much more prevalent than naked short selling. You should not rely on the ASX disclosed short sale positions as they show only naked short sales and do not give the whole picture.

The shorting on BMN recently must be the covered variety.

What are some examples of how covered short selling occurs? Hedging? CFD Providers? I would have thought the with the collapse of OPES this would have diminished greatly.

Would love to see a good overview of how shorting works in the Australian market and if possible get access to as much information on current short positions.
