It is low grade usually inferring high cost operation is only relative to the spot/LT prices. A lot will happen in 4 years when it finally makes it to producer status. If the Fukushima ghost is left to rest with time and other factors such as no more accidents or China suddenly approves the projects being planned, then we can see the project in different light.
Yes plenty of Ifs' and if you are a believer of nuclear power as an energy of the future, this offer is opportunistic and low ball. Matter of the opportunity cost when weighing if one takes the first available offer.
