Not sure about your line of reasoning. BMV needs to produce a report, which is an expensive endeavour. The announcement is a "show up the money" for preparing the report, so it helps feasibility of the entire project. Even if the walls are dripping with gold, it takes money to get that started.
I was not happy about the self-rewarding, but i still hold the totality of my shares. And to be honest, shares have to climb to 0.4/0.5 for them to exercise those options. I am not sure about how the "Brits are taking control". Of course, they have the expertise in reopening mines, but from that to "they will suck us dry", is quite a jump.
