It's not that difficult to make an electric motor without rare earth magnets. The key advantage of using rare earth magnets is that such motors are more efficient than an induction motor; if you're trying to maximise the range you can get out of the energy you have available, you'll want as much efficiency as you can get.
The Model S, for example, used to use induction motors exclusively. Tesla started using permanent magnets with the Raven powertrain in 2019 because of the higher efficiency and power it allowed.
