In fact did not the independent assay of the first sale of 5.5% actually exceed the 6.0% by some margin?. Cannot find it now, but I thought saw reported that the winning bidder actually got 6.2% approximately?. Underpromising and oversupplying by PLS gives the bidders confidence that they will get value for money this time too.
