Correction to above - cites China grid storage plans generally - not specifically VR.

On the tech changes - I found a previous link which I think was the one I remembered:

Turns out this was about improved electrolyte with increased energy capacity, improvements in operating temperature and size. The membrane improvements cited in the latest link appear something else and would be interesting to find more on this.
