Indeed, "May" being the operative word.
In the same light, had the wrong board been in place, we may have gone in with an attitude that the Gov. MUST grant the TOL, and discovered that we have not one battle fronts to fight, but two.
It is unlikely we will ever find out if things could have been done better with another board that was available at the time.
