"Gagah Prakoso said the passengers had refused to be taken to shore in Indonesia, and that the HMAS Wollongong was about three hours sailing away.
He said that AMSA had told Basarnas that it did not know the nationality of the passengers.
AMSA has advised the vessel to head for the nearest land.
