Over loaded boats are what caused the boats to sink,that an panic.
These boats at correct load should be safe boats.
When overloaded, the planks that are normally above water,dry and shrunk, are NOW under water and will leak until they swell. That number of people on deck would also effect the boat's righting ability. Add in panic movements off all that weight shifting, makes one less boat.
And they reckon Christmas Island is over crowded, not by these standards.
Over crowded boat, over crowed Christmas Island and over crowed Australia has same results --- DISASTER.
