The problem is who would have organised the building?
Pynes idea was to get the principals to become building managers,as if their not busy enough.

Head, I would think the school's Principal would be the best choice, He/ she would know what the school NEEDS.

It's not hard or takes much time to compare quotes. They all teach maths.

I am sure we all could manger to supervise an extension to our own home, or complete new home.

Pay the principals extra for their time,would have been a lot better out come and cheaper.

How long would an Insurance company last with out claim assessors,not long.

BER wasn't badly handle, it wasn't handle at all.
