Theres plenty of oil there just arent enough RIGs to maintain supply so there are risks of shortages, thats why it was so great at $3 and is still OK at $7 although I've sold a bunch.
The oil producers are having an "oh shit" moment when it comes to securing deepwater drillships, in this case FOMO is your friend the smart ones like Petrobras are panicking early and locking in day rate and term.
