As to adoption, these kids don't need a perfect solution. As someone who came from a very much less than perfect home life, I can say that all these kids need is someone to step up and show they care for them. They need to know someone is there that will show them the way to a better life.
Adopt these kids out, at least with good adoption scrutiny they will have a much better chance than they have now.

Conscription will just send the country broke quicker. It takes a lot of money to train and equip and pay soldiers especially in this day and age of overseas and combat pay.
