Yes, I agree with the adoption of the kids that already exist.
For the future though, it would be far better if bogans just didn't breed in the first place.
Adoption is a great thing and so is love and care. However, depending on how old, kids are easily scarred for live by living with trash. Also there is the genetic problem - and sometimes, no amount of nurture can overcome nature.
As to conscription/war - of course, I agree, but, it is a mechanism that clears out lower forms ------ unfortunately it also kills many many good people ---------- interesting that it seems to be our way of having the fittest survive.
Like I said --------- I don't have an answer. Adoption is a stop gap - and, unfortunately, we don't even do that well.
