Bollinger Bands measure standard deviation, 67% (roughly) of prices are within one standard deviation, 95% within two standard deviations. So one of two things must occur, either prices revert to the mean or the BB's adjust to the new price. Invariably it's prices that revert to the mean. Trends have a significant effect though, in strong down or up trends the BB's are likely to move, in flat or slowly oscillating trends prices will tend to move. Hope this helps.
