It is constrained, of course, because few are willing to sell at a loss, and even fewer are able to do so at a profit.
For buyers, not many will stump up before it is significantly derisked, that's the story of the last 9 months.
So I agree, tax loss selling is probably where the action is until the end of the month.
Not wanting to make any assumptions, the timing feels right to accumulate at the moment so I put my money where my mouth is. I wish others would do the same.
