I'm no Eric Olthwaite, so I'm as unlikely to spend time reviewing Cobar rainfall charts, as I am to read an "Encyclopedia of Shovels".
The only reason I (somewhat randomly) mentioned Cobar was to highlight that rainfall in one region does NOT mean that the drought is over. My grandfather raised cattle in Sth, Gippsland, and my Uncle grew wheat in the Mallee, so, yes, I am aware of the fact that rainfall varies drastically between the coast and the interior, if that's your point.
