That snippet was contradicted entirely on the 6th of December 2019 when Shane Fitzimmons reiterated BOM's advice to him (which had been given to him previously as well) that there would be no substantial rain until February. Given the source of both your snippet (which I have seen before) and the admission on 6 December from the head fire guy that contradicts that advice, I am inclined to consider the contradiction to be political, and would defer to the first and more independent source of information, which is commissioner Fitzsimmons.
