This is not uncommon in Ternate... there is an ongoing civil dispute/conflict - around issues of local governance and power - the "bombs" all targeting local government offices and infrastructure - I wouldn't be in too much of a hurry to read anything insidious into it - apart from of course the nature of the conflict that still exists there.
