Optimix, Stop pretending you understand arbitrage when you have great difficulties understanding condition precedents. It has been raining in CMQ from day 1 from bad management and bad corporate governance.

It should be: IFCA had discussions with the bondholders and could not provide convincing evidence of the $60million funding. The IFCA deal is dead and buried as the condition precedents were unfulfilled. IFCA has not indicate any new proposal.
If the IFCA deal was genuine there is nothing stopping IFCA from conducting due diligence and to drop their reliance on the failed condition precedents.
