Interesting thought.
Perhaps an alternative interpretation is that given the fact that the India project is a first of its kind, there are likely to be checks and measures as standard risk management when the project reaches key milestones. Maybe, but probably not, but still maybe, demonstrating financial feasibility in at certain levels in the Australian market may reduce the need to assess the project at key milestones in India. This could 'shorten lead times'.
Probably not though . . .
