Lynas's primary strategic value is the capability to deliver the 5ktpa PrNd required by Japan's remaining 45% of the high end NdFeB magnet manufacture that China doesn't control.
No coincidence Japan turned up to renegotiate debt immediately post June 2015 QR, mid May they were busting their chops to get every gram of PrNd into those production numbers.
Just look at the ASP of NdFeB, value added PrNd, imported into China vs the ASP of Chinese NdFeB exports.
At $114kg vs $57kg you'd think AL should be able to talk the Japanese into paying a bit more for hi spec LAMP PrNd, particularly now that Chinese mag makers want to contract it too.
