Guessing here but when initial permit was lodged I would suggest they left the acerage of the project blank as they were still buying new land, maybe they are still, so not able to updated the application as quickly as you have suggested, and certainly not available to up date market that that maybe the reason or not given that sort of information would be commercialy sensitive if they are looking to gain more land.
