I think they are being very smart here leveraging the info that they got for a double whammy so to speak. you don't want to rush these things when you have more information to leverage just around the corner.

Projects don't move in straight lines especially when you are the first one ever doing it. Very worthwhile doing a cheap fast phase1b before jumping into phase 3 costs and length. You are correct that my take away from the end of phase 2 was that the FDA pretty much looked good. show us a bit more and depending on that lets rock and roll.
