What if its a big holder who is manipulating the stock so he, she or it can accumulate more at these low prices (AKA same as Vince's options), before it takes off.
I know i would be happier buying as much as i can at 25 cent instead of 35 cents.
so they play the game to try and get others to sell to them.
Seen it time and time again.
