They're not necessarily doing that, they're most likely distributing orders. There's likely more than one bot trading this so multiple small orders are not necessarily connected.

Not sure a trading strategy like the one you describe fits the criteria of manipulation either. Keeping prices where they are is very different to artificially pumping/dumping the price. A small sell order after a large buy is not moving prices, all it is doing is hiding the fact they made an order. For institutions, an important reason for distributing orders is to prevent other traders from understanding their intentions (to prevent front running etc.).
