Yeah sure - I suppose they could.

But consider/imagine you are an officer in an organisation that is setup for approval/compliance. And you say, look this is pretty minor let's just send it through, no probs. Now you know you have the protocols/rules, but you think, well close enough.
Now, 2 years later, there is some problem with the drug etc. and your bosses look over the paperwork, "hey how come this was rushed through!! Who did this?". Your name is against this.
Now, add to this, as an officer, you have another, I dunno 25 drugs to look over/approve in the next month and all the various complexities involved with that.
Are you gonna, speed up a timeline, just to make it easier for the company and maybe take the risk, Why would you do that?

In terms of looking at the situation, you would hope commonsense would suggest it goes through quick, however in reality I think, the protocols are there for a reason and rarely do govt organisations skip them.
