Once upon a time, many moons ago, I put on my wetsuit and went diving in the middle of winter in Lake Burley Griffen, and while swimming around I came across a wok shaped metal dish containing silt, on a tripod chained to the floor of the lake.
During my inspection all the silt departed from the dish, leaving those charged with monitoring silting in the lake with the problem of an outlying observation.
So my advice to the Board members is to look rather blankly into the middle distance and pass off the entire US data by saying:
Outliers happen.
