100% a scare tactic it's to shake people in to thinking that there is more selling that buying which leads to a fall in price typically. This is why you must look at the volumes and orders to understand the picture being put in front of you. Trying to keep the price down and scoop up some cheap shares is all. Ignore it and wait for the trial results to come back and this will all be in the rearview mirror.
