I think there's a lot of cash sitting on the sidelines watching and waiting. With c3 weeks to go the more conservative out there would rather sit on their hands and back a 'sure thing' rather than risk buying up now with approval not confirmed.
I also wonder if this current stagnation could mean a sharper re-rate post approval (fingers crossed on that) and instead of a 'priced in' to some degree situation we see a major climb in the SP.
