It refers to a pretty left field form of chart analysis called Elliot Wave. Summed up, a dude back in the 30's, lets call him Elliot, discovered that markets move in wave patterns, which are related to market cycles and crowd psychology. The 3-3-5 Wave is a particular wave pattern that happens in flat markets, its not super common but its good to know it exists because it does occurs frequently enough. 3 Waves are correction, and 5 Waves are impulses. Either can happen in either upward or downwards motions.
